Well it depends on which iPod you have, the normal ipods has a menu button on the top of a ring circle, too the side is a rewind button at the bottom is a play/pause button and to the other side is a fast forward button. In the middle is the select button. If you slide you finger clockwise around the circle you make the volume go higher and visa versa (anti-clockwise the volume goes down)
Can you turn up the volume
Try turning the volume knob up! Or move it closer to your ear.

had that exact same problem with my iPad. You need to back it up to iCloud and then put it on to another iPod, and get rid of the one you have. Otherwise, try to avoid pressing the volume button, and double click the main button to bring up the bottom screen menu and turn it up there. Hope this helps :)
Turn the volume down a bit.
For an iPod Touch, go into setting, then music. Turn volume limit on and select the desired maximum volume. For classic iPod, go into settings, and there's volume limit. I've never had any other type of iPod, but I'd assume it would always be under setting somewhere.

Because when you use the headphones and turn the volume up, then take the headphones out, the iPod stores what the volume was when the headphones were in, so next time you plug the headphones in, it goes back to that same volume.
