I don't feel that you need to be "deeply" depressed. Generally I'm an extremely ticklish person. One poke in the ribs, back, or stomach generally sends tingles that has me squirm and giggle, I can not suppress it even when I try. But for some reason when I'm in a funk. I literally get numb emotionally and physically. I do not mentally stop being ticklish, I still expect to feel the tingles but they just don't happen, as if whatever is blocking my ability to feel happy, is also blocking my pleasure receptors. So yes, depression absolutely can diminish a person's ability to be tickled.
