Sometimes guys don't flirt back because they are too shy! You just have to make things easier for him. Find reasons for him to tag along with you and your friends while you go out, it will give him a reason to hang out with you without having to ask. Another thing is ask him to take a pic of you and your friends. I know this sounds weird, but the next pic you can tell him to jump in and then later post it on Facebook or some other website and say a cute comment such as, " What a stud lol! Great picture taking that was a lot of fun! We should definately do it again!" giving him and easy way yo say yes to hanging out with you!
