Depends. I have XP and did something very simple:
Ctrl + Alt + Delete opens the Windows Security application. It gives you several options.
Choose 'Task Manager' and within it, choose 'Processes". Then sort the processes by name by clicking the Image Name.
Find an app called "iTunes helper" and click "End Proces"
I did it and it worked. I haven't shut down the pc yet, so tomorrow I'll see if itunes helper stays off.
Since it just took me seconds to do it, if it still turns iTunes on, then I'll know, and I'll disable itunes helper BEFORE i connect the iPhone.

Alternatively, there is an option within iTunes itself, not to open iTunes each time an iDevice is connected to your computer. It can be found under the preferences or settings on the menu tab when you open iTunes. Uncheck the option and iTunes will then not open in future.
