it's really quite easy. just simply ask them in a totally casual way, "hey, do you wanna hang out at the mall on Saturday?" you might want to invite some friends so it's even more casual. I'm assuming you have a crush on this person, since this question was in the dating category, so i'd say just to be his/her friend first. it's better to get to know him/her first, and then try to make a move.
