She might be leading you on, but sparing your feelings. Still, talk to her and see what she is doing. It might be that these exuses are genuine, and then you could suggest that she call you when she's free, that way she can't call and bail.
But if none of that works out, she probably isn't worth it and it isn't meant to be.
