Here what I am thinking. Use warm/hot water and some Apriot Facial scrub. This will open the pores and clean the area. Then use Hydroquinone Cream, rub it into the tattoo area and let it sit for 20 minutes. Try to contain the area to just the tattoo. Do twice a day for few weeks. Once in the AM and once in the PM
