No, most things will automatically save to your phone, as your SIM doesn't have much memory, but when creating a new contact, there is usually an option for saving to SIM.

Perhaps the reason why you cannot save your contacts to your SIM card is because your SIM is full. Your phone should give you the option of saving contacts to your phone, and the settings should be in the Menu under Contacts.
