Does anyone know if dla which is normally paid Tuesday 31st august 2010 will be paid earlier because of bank holiday on monday 30th august.?

If it is normally paid on a Tuesday then no. The only benefit payments affected by bank holidays are those due to be paid on the holiday itself. For example the State Pension, which would normally be paid on the 30th, will be paid out on Friday of this week.
