Yes. A phone charger is a small transformer. It converts 120 volts down the the voltage that the phone needs to charge itself. Even if the phone is not connected to the secondary side of the transformer (low voltage for the phone) the primary side is still drawing power.
This is called an excitation current. It is used to generate a magnetic flux that joins the primary side of the transformer to the secondary side of the transformer. All Transformers big or small consume a small current for excitation of the secondary winding.
