Not necessarily. There could be different components at fault when your laptop fails to charge properly - the power supply (power brick), the charging circuitry inside the laptop for the battery, and/or the battery itself (which in itself also has a circuit for diagnosis, telemetry [battery level, battery health], and overcharge protection).
Its probably broken or might need a new battery in it...

That is a comparison question. There are some really good deals on laptop batteries on eBay, and there are also really good prices on laptops almost everywhere you look. I would say in compare them, and depending on the age of your laptop if there is a $100-$200 difference in price between a battery and a new laptop, and you can afford it, a new laptop would make economic sense. I would also look and see if I purchased another battery at the time of the new laptop purchase,,if they would give you a deal on a extra battery also!
You do not need to use battery. However, if you do use the battery, your charging habbits have a bearing on the battery life. For example, short recharge cycles may adversely impact the life. I think it is better for battery to drain fullly and recharge fully to use.
