Yes you should be applying a light layer of unscented ointment / lotion 2-4 times a day until your tattoo heals. You're tattoo is still healing as it's going through the pealing stage and it can take 2-4 weeks for a tattoo to heal.
You want a good thick lotion once your tattoo has healed. If it is a new tattoo, use an antibiotic ointment or cream to help it heal faster without scarring.

The Tattoo is permanent. You need to keep it moist with something like A&D ointment to protect it. This will help it heal and reduce scabbing and itching. The ink will not come out if you cover it. If you need to cover it for some reason (like hiding it from your parents) keep A&D on it and cover with a bandaid that is BREATHABLE! your tattoo needs air circulation to help heal just like any other wound. make sure the bandage is non stick. Aquacil (not sure if that's the correct name) and some band-aids are non stick. if the tattoo scabs and sticks to the bandage, your tattoo will not look good after. If you don't like the tattoo, that sucks. You can get it removed ($$$$$) or try to cover it with another tat. If and when a scab forms, for the love of whatever Gods you believe, DO NOT PICK AT IT OR SCRATCH IT. Picking and scratching will pull the ink from the skin! If it itches, put some ointment on it, or slap it, though the slap may hurt depending on how new the tattoo is.Personally, I stop applying A+D after about three days. Everyone does it differently, though, and it's good to check around.

If you have a new tattoo it isn't recommended to have your tattoo in water for an extended amount of time. If you are going in the water you could use medical tape, saran wrap, and whatever ointment your tattooist recommends for the healing process. I, personally, would put ointment on the tattoo, cover it with the saran wrap and then use the medical tape to hold it on. Doesn't sound very attractive, but it will allow you to spend time in the water and not affect the tattoo.
