Yes, with a few exceptions. If it is mailed within a state (never crosses a state line) FFL is not required. If it is an INHERITED firearm, it can be mailed by the executor of the estate. If the Garand is purchased from the the US Civilian Marksmanship program, THEY can mail it directly to you. With those exceptions, a rifle may be mailed to a FFL in your home state, and you complete the same paperwork with that dealer as if you were buying it there.

First, in the US, sale of modern firearms is regulated by Federal law- Title 18, US Code, Section 922. That law requires that when the ownership of a firearm is transferred across a state line (inheritance excepted) it must pass through the holder of a Federal Firearms License (such as a licensed dealer or collector) in your home state. Sites such as gunbroker, auctionarms, and gunsamerica are the largest internet gun sale sites in the US. They are legitimate, and they spell out the process I described in their website instructions. A firearm purchased there will NOT be shipped directly to your home, unless you have a Federal Firearms License. (PS- I do, and just bought a Mossberg 151K about 2 minutes ago. It will be shipped to me.)

What is Type 1 license firearms?
Different licenses are required in different states and different countries. In the US, the Bureau of Alcohol, Tobacco, Firearms and Explosives issues various licenses that have to do with the manufacture, sale and acquisition of firearms and ammunition. The most common of those is a Type 01 Dealer's License. This is required for any person that is engaged in the business of buying, selling or repairing guns. An 02 FFL is required to engage in the business of pawning firearms, an 03 is a Collector's license, 04 and 05 are no longer used, and 06 through Type 11 are licenses to manufacture different firearms, ammunition, or to import them into the US. There is also a Special Occupational Tax required for people that sell machine guns, etc.
How do you legally acquire a fully-automatic gun license?
First, in the US, there is no "Fully automatic gun license". Fully automatic firearms must be transferred through a dealer that holds a "Class III" addition to his 01 Federal Firearms License. The transfer must be registered with, and approved by the Federal Bureau of Alcohol, Tobacco, Firearms and Explosives, and a $200 Transfer tax paid. The transfer must also be approved by the Chief Law Enforcement Officer of the place you live, and must comply with any state laws. You will also need a VERY large checkbook. There are a very limited number of full auto weapons that can be transferred to a private citizen- only those already registered in the system as of May 1986- no new ones. An M16 rifle that has been registered is currently selling for about $16,000. A Thompson sub machine gun may be $25,000 or more. The last M60 machine-gun I saw sold was over $35,000.
