If you bid and win something on ebay, it is a binding contract. You must pay or the seller can report you. Sometimes you can work things out with the seller, but it is ebay's policy to follow through and commit to your bids.

No, however most items only offer PayPal. There can be other ways of payment but now all sellers have to offer paypal.
