Yes. Both State law and Federal Law require that a purchaser of a handgun in Illinois be 21 years of age- you need a Firearm Owner's ID Card there, and they will not issue an FOID for a handgun to anyone under 21. Federal law also prohibits sale of ahdngun ammo by a Dealer to anyone under 21.
