No, it is illegal to numb lips as the stuff could get in your mouth and the chemicals can poison you.
Yes, you can get freezing for your lip. but then again it all depends on the piercing artist and location i suppose. I have my lip done and I did get freezing without even asking for it.
No they don't numb the needle. It doesn't even hurt it just burns a bit. Remember no smoking or drinking till it heals.

I knew this guy that pierced his lip hisself and hit a nerve and a large part of the left side of his face is permenantly numb. I pierced mine 4 times, and it turned out fine, but i guess i just got lucky.
At a professional piercing parlor, they usually don't. You can actually easily numb the area yourself by holding ice to it for 10-20 minutes before (maybe even less). There are creams you can get from your doctor, but they might not be good for the lip.
NEVER take out your piercing if it is infected. Doing so can cause an abscess. The piercing will close and trap the infection inside
