Some teens do become nudists. It is typically of their own accord- by nature of being teenagers, it is not something that can easily be brought about by parental influences.
Often, a teen will discover that he or she enjoys the feeling of being without clothes, and will begin to strip off whenever it is practical- bedtime, remaining nude after a shower, skinny dipping, or perhaps even around the house when their parents are out. Depending on their parents' attitude, they may even start being nude when they are not the only one in the house, or perhaps going about their business in their underwear as they feel out their parents' reactions.
As far as moving into a nudist resort, it is not common, unless it's something that their family has decided to do (in which case most teens are resistant), since resorts require their guests to be 18 or accompanied by a parent for legal reasons. That said, a teen may visit a nude beach if the opportunity is available to them, though it is recommended that they at very least go with a couple friends for safety reasons.
