GPS is built into all cell phones now as part of the 911 emergency system. However, it's possible that not all cell phones actually allow the user to use it. Essentially all cell phones that are considered "smart" will have GPS functionality for the user. Cell phones like the iPhones even allow you to view it's location on a remote computer via it's Find My iPhone feature.
