lined are man-made and lined with cement and stone. Unlined are natural water ways (rivers, etc.) ,or hand/machine dug canals that are re-dug and bottom drudged regularly to keep them passable

purpose to do it :-

1) to avoid seepage of water through soil ,where soil is made of sand. The percolation rate of water to that type of soil is much more. When there is a scarcity of water and we don't want wastage of water at any cost.
