Transitional housing is for a longer short period of time. Emergency housing is oftne times only for a couple of nights. Emergency housing is more like a shelter, for people who've lost their homes to fire or that had violence in the home. Transitional housing usually refers to addicts and alcoholics who are preparing to return to normal life again.

This means if a shelter is a no kill shelter, the shelter will house all animals until someone adopts them or they stay in the shelter for the rest of their lives. A kill shelter will house animals for a length of time and if they are not adopted, the shelter puts them to sleep.(Forever)
