Scroll backwards (past the unlockable vehicles) or forwards (but this takes longer) until you reach the character RHAJ AH GHUL. [I'm not quite sure how much he is though.] You now need to buy him with the collectable studs in the game. This hint works for PC, PS3, PS2, XBOX... I'm unsure if rhaj is available on any of the handheld consoles.
