The first patent for a wireless phone was issued already in 1908, although it was not hand-held.
Radio phones were used on ships during World War II, and was in civil use from the 1950s.
The 'modern' type of cell phone, small enough to be hand-held outside a vehicle, started appearing in the early 1970s.
But the big explosion in usage came in the early 1990s, with palm sized cell phones (as opposed to rather large and heavy earlier models) at a fraction of the price of earlier models. Then it didn't take long until pretty much everyone had one.
