The nest. Maybe the chipmunk's nest is under your stairs because think for a minute. It has good shelter. So i would try to stop uncovering it and keep an eye on it. Maybe she awaiting or the babys are under there. It always give you a good feeling when your helping an animal with shelter by sharing even the smallest part of your home with them. Or that's the steps. Or maybe its just looking for food. Try also leaving some nuts in diffrent places to lead it away and then it wont dig holes and slwoly it would leave. It would be waiting fo nuts like At the corner of te street. ( if it bothers you) if not then just keep feeding it in the same place. Hope i helped.
