In the U.S. you can only use a cell phone on the plane prior to the cabin door being closed before takeoff, and not again until the plane lands. Laptops can be used once the plane hits an altitude of 10,000 ft. and until the plane is approximately 20 minutes from it's destination.

In some cases p & p are better but you can use a laptop to research and you can use it while you travel cause with a p & p it is hard to write whilst traveling.
