I'm not sure if you mean 'can they be masked using tattoos?' or 'Is it safe to tattoo over them?'
I know that one way of masking stretch marks is to tattoo over them; however, thread veins can be fairly easily (although possibly more expensive than tattooing) removed using pulsed laser therapy.
As for the safety issue, I can't see it being any more risk than a regular tattoo - I have thread veins on my torso around my rib area but if and when I get them treated I will go for the laser option.

There are many places where one could go to get rid of unsightly thread veins and spider veins. The best places to go would be places like a dermatologist or a plastic surgeon.
Well first off if the Tattoo was not at a shop I would go to the doctor and have them look at that. If the tattoo was done at a parlor I would call your tattoo artist and ask him if any of the tattoo work would of had any part of the color.

Nothing bad will happen, some tattoo artist have limitations on where they will tattoo, like they might only ink the back of the neck but not the sides or front, they may not do your face, under finger nails, hands, oral areas, and list may continue depending the artist and policy they may have set in place
