If it's a brand-new bowl/pipe, one that has never been used before, then possessing it is perfectly legal. Since those pipes are ostensibly "for tobacco use only," you cannot get in trouble for having one, as long as it has never been used to smoke weed. If there's any weed residue at all in it, however, then it's a different story.

I definitely remember taking a used pipe with me on more than one post-9/11 flight. I think I just wrapped it in about 6 different plastic bags, one on top of another, and stuffed it deep into my makeup bag or something. Since makeup bags are always filled with small, cylindrical objects, it won't stand out when they X-ray the bag. Whereas a small cylindrical object stuffed in a shoe will look suspicious. But of course, just because I managed to get away with it a few times, doesn't mean it will always work.

I think the best thing to do would be to buy a new bowl/pipe -- just a cheap, small one -- and wrap it up and hide it like I did. It may not be illegal to possess an unused pipe, but given the tight security at airports these days, you never know what they won't allow you to take on board the plane.
