I would say, that no you can't play facebook game applications on cell Phones. On phones you can normally look at the news feed and people profiles etc but because of the flash content the games apps are made of it makes it hard to play then on your phone and Facebook mobile does not let you have the choice.
Certain games from facebook you might be able to purchase as an app if you have a iphone/itouch but this is not that common.
