Yes you can. Its called a true navel piercing. It isn't recommended but I'm not 100% sure why.

I got mine pierced about 2 months ago, they do'nt actually use a belly bar to pierce it, they clamp it, then shove this stick thing through then pull that out and put the belly bar in.

No, you dont. A 'belly button' (umbilicus) is just a mark left from when you was in your mothers womb-conected to the placenta. It has nothing to do with having a baby yourself.

Not likely, the body is far from developed enough to get a proper placement. Maybe at 16 but ten is too young by many health regulations and standards.
