Ditch the safety pin. Go on eBay, buy a 14g piercing needle that's been packaged in a pouch and sterilized, and do it in one poke.
Using a safety pin to pierce your lip (Or any other part of your body) is safe PROVIDED that you first sterlise it, like over an open flame and then dip it into something like iodine. Piercing yourself with a safety pin is an even dumber idea. You could hit a nerve or a major vein and permanently mess up your face. Safety pins aren't a safe metal to use like titanium alloy like a lot of "training jewelry" is made of and it could irritate the piercing. Plus you'd look like a total doof with a red, pus-oozing, badly done piercing sticking out of your mouth. Listen to either answer you want. There are risks. Using a piercing kit is probably a better idea than using a safety pin.
