You can get a vague idea, but there'll usually be some other markings which are more definitive in identifying it. Izhevsk arsenal will feature an arrow inside of a triangle, Tula will feature an arrow inside of a star.. those are both Soviet arsenal marks. Chinese rifles will typically have some sort of Chinese lettering on them and a spike bayonet (although they did make some earlier ones with blade bayonets). Albanian rifles are very unique in their appearance, and won't be mistaken for anything else. You can contact me by PM, and I could help you identify it.

Need more information. Start with the manufacturer or trade name marked on the rifle. I can find 50 or more models that COULD have a 7-digit serial number with a B prefix.
Unfortunately I can't tell you the age by the serial number. State the model number, that will help identify it's age.
