Yes you can. I did at 11 yrs old. It is not illegal even though some people say it is. I had both my parents with me. You need to have a birth certificate, proof like an I.D. from school, and your parents I.D. I got mine done at Queen Of Hearts in Nashville, Tennessee. It takes about 20 minutes to wait and then about 5 minutes to get it done. You will want to have the H2Ocean stuff along with Bactine. You can get Bactine at the local stores. You will need to clean it everyday. The piercer will tell you more.
