Yes, but you will be limited to using it as a handheld computer using WiFi connections. You won't be able to make any phone calls, except 911 (the US emergency number).
Given that the Samsung S4 is an excellent pocket PC and does not perform especially well as a telephone, this may not present many problems for you.
