Everyone has veins in their tongue. You'll have to check with your piercer to see if a tongue piercing is possible. Center tongue piercings are usually an option for a majority of people but venoms or off-center piercings can be tricky.

Answer 1: The main concern is not to hit major veins. It's harder (more painful, and maybe riskier for some people) to get one's tongue pierced RIGHT SMACK DAB in the middle, rather than slightly off-center, so most people get it slightly off-center. If you want a tongue WEBBING piercing, you need to have a sufficiently webbed tongue (I did not; so sad). And, of course, if you were a hemophiliac, terrified of pain, or super-prone to infection or, I dunno, heart attacks in reaction to pain, then you might want to avoid a tongue piercing.
The veins under the tongue often look really dark in color. The reason for this is because the skin under the tongue is very thin.
Generally no, there could be some complications with bleeding, but they should be controllable. You can die if the lingual artery is pierced but that's highly unlikely to happen... Infection is also another risk, but again - manageable if it happens.

But, the most standard places are in the middle (actually, slightly off center; it's really painful to get it RIGHT in the middle where it comes out at the bottom and so most people don't), and underneath (you can get that "webbing" pierced). If people get multiple tongue studs, they usually make them in a row (put one in front of the standard one, for example), but you can get them in the sides too.With any tongue piercings, it's very important to make sure you don't hit major veins. Also, not everyone's tongue is suitable for the webbing piercing. Mine wasn't :( A good piercer will refuse to do it if you don't have enough of a web.
