You really need to talk to your Orthodontist before you run off and get any oral piercings. They tend to get really upset when people get oral piercings during a procedure My suggestion is to talk to him/her and see what they say first, but ultimately I would tell you to wait until they have finished with your procedure before getting any oral piercings done.

You should always wait until after your braces are off to get any lip piercings because it does affect it and it is easier for them to get caught and injure yourself
Yes, you can have your tongue pierced with braces on. Orthodontists may not agree with it, but they cannot stop you, nor can they make you remove it. There really is no issue with it aside from chipping your teeth if you have it done professionally.
Yes! Do NOT get any sort of lip piercing while you have braces because it can be extremely painful to have it get stuck in your braces. You could even end up ripping it out because they got caught together. Please just wait until you get your braces off(:
Got my Monroe pierced a couple days ago the swelling will go down then come back a few hours later the go back down again, is that normal ?
It is largely dependent on each person. My labret (usually said to be pretty much identical to a "monroe" pain wise) and my tongue were simple and painless, but I thought I was going to cry getting my nostril pierced. My sister fainted getting her philtrum (proper term for any upper lip piercing) but she was laughing and talking while getting her nostril pierced. There is no way to tell which will be worse for you, and a good piercer can make all the difference in the world.
It really depend on where you get it pierced cause different place use different sizes unless if you want it to be a certain size. Typically a Monroe, Madonna or Medusa are all done with a 16g micro labret stud.

It means it's been pierced in the wrong place. Your stud should have a flat back, and shouldn't irratate your mouth at all, so yeah, I think you should go back to wherever you got it pierced and explain whats happened.
I think they look best when your nose piercing is on the opposite side of any lip/monroe piercing, (if you have those.) If not, either side will look fine. (:
Unfortunately this is a problem you will have to either live with, or remove the piercing. I would recommend removing the piercing anyways because once your braces come off it will start to erode your teeth and gums. Good Luck
