Civilians do test at MEPS, but you must have spoken to a recruiter and expressed an interest in joining the military to go. If you pass all tests, you are expected to enlist or commission in the military. You may refuse, but since the test are specifically for the military, there is no advantage to doing so.

Thanks for the honesty, but it is a very real possibility you will be denied enlistment. If you have THC in your system when tested, you could be prosecuted.
