there is no actual tattoo "license" in Texas. there is however a requirement that tattoos be done in a place sanctioned by the state. if you participate in or allow tattooing to occur (regardless of who is tattooing) in an unsanctioned place, it can be a misdomeanor. if i remember correctly it is a class B which can have up to 2 years confinement and/or $2000 fine.

it is very hard to sanction and license the trade of tattooing, much more cost effective for the state to simpy oversee the actual parlor or shop. they claim the shop licensing fees are for periodic health inspections, but i know tattoo shops that have been in the same location for 5+ years and have never been inspected.
