In most States you can not get married at the age of 14. You can get engaged, but it will be one long engagement right up to the age of 18. A 14 year old is far too young to be engaged because they are not wise enough to know what an engagement requires or the complexities of marriage.
Being engaged is not a legally binding practise so yes, there is no reason why you canno't legally be engaged at 14. You can't get married though until you are over the age of consent.
You should be able to be engaged at any age, seeing as there is no paperwork for being engaged.

No. At the age of 12 this person is below the age of consent and can not enter into a marriage contract ( engagement is a contract). The age of consent is 16 in many states and 18 in others, but a 12 year old is a minor child. This is illegal for them to be engaged or dating. If they are dating and having a relationship with a person 18+ it is also child sexual abuse and the older person can be charged with rape.
I dont believe there is a legal age to become engaged only married, which is 16 with parental consent and 18 without.
