Well most likely you are not allowed by your parent or guardian to go on an actual date like to the movies or dinner or something. I hate how young kids these days think its actually dating when you see each other at school. Its not dating. Don't rush yourself to grow up. Don't think your mature and cool if you start to just chill with a guy or girl at school. Its not the same as 'Going Out' if that's what you meant it as.
If your allowed by your parents to have a boy or girl to come over its not really dating either.
But call it whatever you want. Its your opinion if your in a relationship at that age. Not someone elses. That's just my opinion, so if your not happy with it I would not advise to ask random people on WikiAnswers if you can 'date' in fifth grade.

If he is in the fifth grade then he is to young to probably date anyways. But...you could always just straight up ask him. or have one of your friends ask him.

I am in 6th grade and I feel that a lot of girls in the fifth grade will go out if they are asked or if they really like a guy and ask them. Most of the time everybody will say yes to anybody for fear of breaking their heart.
