The thing is, an iPod Touch is different than a iPhone in only one way, you are unable to call people in the traditional phone sense. However, there is an app called Facetime for fourth-generation iPods (you need a camera) to video chat with someone. Other than that, no, you can't call people on an iPod Touch.
truphone... truphone has to be used with wi fi or it wont work but if you dont have wi fi you can get truphone anywhere which lets you call people without having to use wi fi
