You can go to the LEGO site and they allow you to order individual parts there, so you don't need to buy a set. People also sell lots of different parts on eBay sometimes.

There is no real average for the amount of pieces in a LEGO set. This is due to LEGO sets varying in size from 100 pieces to 15,000 pieces, most however seem to be at around the 500 - 1000 piece mark.
Lego first came to the shops in the 1960's and the standard Lego set contained 25 pieces. There are many Lego sets available on the market but the standard Red Lego bucket contains 480 pieces, whereas the yellow bucket contains 607 pieces and the blue bucket contains 700 pieces. So there is no real standard as the application dictates the size of the Lego bucket.
