there are a few types of flourescent lights, also leds, high pressure sodiums, and metal halides. flourescents are the best bang for your buck as they are cheaper and more energy efficient. high pressure sodiums and metal halides put out more lumens per wattage, but also use more energy and put out more heat. led lights are fairly new as grow lights, and all i know about them is that they last a really long time. it also depends on what your growing and how much.

No, it would not be the ideal choice of lighting to grow marijuana. Halogen bulbs do not run at the proper kelvin(K) amounts. For any plants growth you would want a Metal Halide, High Pressure Sodium(Hps), or a compact fluorescent bulb(Cfl). Metal Halide bulbs run at 4100K-4700K used for vegative growth while High pressure sodium bulbs run at 2100K-2700K primarily used for budding. Compact fluorescents can be bought at either kelvin amount.

It's best to use a full spectrum light which comes closest to the natural light. These can be found at most hardware outlets. Normal flourescents would be a second choice.
