Omg, I HAD to answer this. He totally likes you! BUT, he's too shy to completely show it. Mabye he thinks that you don't want anything with him, that's why he stares at you and makes very little talk. He doesn't want to look pushy. IF you DO want something with him, talk to him more and make conversation. Show him that there's nothing to worry about. I'm telling you this from my own experience, really. Maybe, all girls and boys do something when they are nervous. Usually when I am nervous to be around someone (because I want to be perfect around them) I usually do not talk right and stumble over my words.
