Yes they can ! Even if someone blocks their number - it's still registered at the company's equipment. There will still be a record of the call - and where it came from - even though you don't see the number.

Get a drop phone Mr. Shady. Pre-paid phones are dirt cheap. Even cheaper and more shady would be to get someone else's old gsm phone, or get one from one of those phone recycling boxes they put in grocery stores.. not exactly legal that way just don't get caught. Pre-paid sim cards are like $5 if not free with a $15-$30 initial top up.

Yes, in some cases, law enforcement may be able to trace a call even if the caller has blocked their number. Methods such as obtaining a court order or working with phone companies can potentially reveal the caller's information.

Block id, call your cell provider they have a code you can dial before you make the call or your cell phone should have a blocked id feature. :)
If this is happening with sufficient regularity as to amount to stalking or harrassment, report it to the police and to your cell (mobile) phone provider. If they're satisfied there's a problem, they can trace the number and take steps to improve the situation for you. Bear in mind that while action can be taken, most authorities don't have it within their powers to tell you who the blocked caller is. Your other alternative is never to answer blocked calls. After all, if they don't want you to know who they are, why should you want to speak with them? Just reject all blocked calls; let your friends know what you're doing and, if you want to, why. Genuine callers can then unblock their number when they call you, which is good manners in any case.
Make a note of the time and day when the first call comes in. Call the customer relations number of your service provider. If you are calling on a cell phone, it's usually a three-digit direct number from that phone. Find out what is needed to trace a call. Usually, the phone company will require you to contact law enforcement, although some will agree to furnish phone numbers to the police if you establish a pattern. The phone company is not likely to trace a number after one annoying call. Keep your log, writing down the date and time of each call, and what is said on each call. You are entitled to protection from harassing calls, even if they are just constant hang-ups or heavy breathing. After a pattern is established, the law enforcement officer assigned to your case will take your log to the phone company and pursue the caller. In some cases, If the caller is varying phones, or calling from a public phone, there will be "trap" set. The trap will require you to keep the caller on the line and call the police on another line so they can work with the phone company to find the exact location of the caller. Prosecute the case. This is an agreement you will have to make with the police before they will proceed. They will not commit police resources simply to satisfy your curiosity.
If you are the legal owner, you can get copies of call logs and locations where calls were made from the cell phone service provider.
