Technically, using prescription lithium drugs without a prescription is using them illegally. However, it is extremely rare for lithium drugs to be used recreationally (for enjoyment of the effects rather than for a legitimate medical condition). As lithium has a fairly narrow therapeutic index, abusing lithium could be very dangerous and unpleasant.
As for allowing it to be prescribed to one's children: if a qualified physician has deemed that this drug would provide greater benefits than risks for one's children, it is recommended that the drug be prescribed and administered. However, be sure to tell the doctor all of the details of your child's condition so that he/she can most accurately diagnose the problem.
