Not all ordained ministers and not all partnerships. In jurisdictions where same-sex marriage is legal, any minister who is registered with the state as a marriage officiant can sign a same-sex marriage license the same as any other marriage license. However, any type of legal same-sex partnership other than marriage (i.e., civil union, domestic partnership, reciprocal beneficiaries, etc.) is purely civil and does not call for signature by a religious authority.
