Having a foreign object implanted in the nose, when you're inclinded to irritate the surrounding tissues (by wiping your nose, getting the wound wet which may lead to infections, etc.), will of course cause problems. I would suggest you consider treating the sinusitus, then think about the piercing.

Yes you can tan with a nose piercing, but I wouldn't recommend it. It dry your piercing out and cause "crusties".
When you get your nose cauterized it does not hurt because the doctor puts a numbing thing in your nose on a cotton ball, After its done it took me about an hour to get my feeling back (the numbing stuff ran down my throat so it numbed my throat) and then I got a runny nose, then a blocked nose, runny nose, blocked nose, it keeps changing. People say " don't blow your nose for a week after it", but I got it done yesterday and I'm blowing my nose hard and nothing bad happened.

Well you just have to stay on top of cleaning the piercing even with a cold. Taking the jewellery out will do nothing but loose the piercing for you. Put the jewellery back in clean the piercing and leave it alone. The cold will go away and the piercing will heal.
