In the case of a landlord, if you don't provide the answer, the landlord may be legally within his rights to pass you over since the amount of money you make is germane to how you are going to pay the rent.

If you are, for instance, making a ton of money selling drugs, the landlord may choose to not risk his property by renting it to you. In some jurisdictions the property where illicit activity is occurring may be forfeited. If you can provide no tax records, the landlord may be more than a little reluctant to risk his property.
