Yes and no. Handguns are not supposed to sent in the mail unless you are a licensed dealer. An individual can ship firearms by UPS, Fedex, or other secondary carriers as long as it is shipped to a licensed dealer. However, SOME UPS, Fedex, etc locations won't accept a firearm for shipment for some reason, but many will.
