Yes. There are many versions of the M4 Carbine available for civilian purchase. But you have to have a permit for it to be full automatic. Semi automatic AR-15 style rifles are very popular. Note- the full auto M-4 Carbine was created after May 1986. In the US, only those full auto firearms already registered to private citizens on that date could be transferred to a private citizen in the future. So while a semi-auto AR-15 style carbine is legal in most states, the full auto version cannot be transferred to a private citizen- too new.
