You could date because both of you are minors, but once the 17 year old turns 18 it will be illegal. At that point the 18 year old is considered an adult. I hope you only dating and not doing anything else. Why would a 17 year old be interested in a 14 year old? I can think of only one reason. That 3-4 year difference really is a big one at this age.
